Welcome to The Fourth International Conference on Heterogeneous Networking for Quality, Reliability, Security and Robustness. This Conference continues the tradition of Qshine conferences in Dallas, TX, in 2004; in Orlando, FL, in 2005; and in Waterloo, ON, in 2006. This year, we have received 114 high quality paper submissions, out of which we were able to accept 49 papers for presentation at the Conference. Furthermore, the Conference features seven invited papers from leading researchers in the area. The Conference is organized in 18 sessions covering the topics of Quality of Service provisioning, QoS adaptation, modeling and measurement, design and implementation of QoS-enabled networks, scheduling and resource management, QoS in peer-to-peer and overlay networks, QoS in WLAN, WPAN, WMAN and WiMAX, pricing in wired, overlay and wireless networks,wireless sensor networks, energy efficient protocols in wireless networks, cross-layer performance optimization, and security protocols in wired, overlay and wireless networks. Authors of accepted papers are coming from Asia, Europe, and North America. The Conference owes its success to the effort and support of many individuals. We would like to express our thanks to the General Chair, Prof. Victor Leung of University of British Columbia, Atlanta, for his tireless support on every issue which popped up during preparation of the conference program. We thank Drs. Imrich Chlamtac, Yuguang (Michael) Fang and Xuemin (Sherman) Shen for their kind guidance and conveying their experience in conference preparation. We thank Dr. Xi Zhang for his efforts in publicising the conference and Dr. Qiang Zhang for her efforts to manage final paper submissions.
